We have the second highest percentage of its citizens under community supervision in the country. In Philadelphia alone, the Adult Probation and Parole Department supervises 1 out of every 35 Philadelphians. Technical probation violations often lead individuals back to prison, feeding directly into our mass incarceration problem.
